    Sammanfattning : The study is about a conflict concerning a Muslim Independent School in Jönköping. Based on fieldwork carried out on the Muslim Independent School and one of the local authority´s comprehensive schools - which included fifteen interviews and a comprehensive collection of newspaper articles and reports - I have problemised the relationship between the different groups in the local community and who had the preferential right of intepretation with regard to school, upbringing and values. The purpose is to highlight the effects of the use of TQM in schools and thereby to see whether it is advisable to promote this use and to study ways of refining the framework in order to make it more applicable to organisations such as schools.     Sammanfattning : The issues of the study are: How do the assistant principals face the work as school leaders? Which demands of competence do the new school leaders face? Which needs of competence development exist for new school leaders? In the school studied the organization of the management was changed from one principal and one director of studies to one principal and six assistant principals.
