    Sammanfattning : This dissertation describes and analyses the way that Se reported on the world between 1938—1945. Comparative analysis is the most important technique to describe Se’s type of journalism. Sweden was a neutral Country and Eidem did not want to do something that wasn’t congenial with the Swedish State. He has been criticized for being a by-stander when he was expected to be an activist. This thesis – departing from an understanding that metals scarcity is not an objective geological fact, but an experience, a fear of a shortage – explores why business and state actors have experienced metals as scarce and how they coped with scarcity from 1870 to 2015. Building on earlier research about the role of language teaching abroad for public diplomacy, the study sees the lecturer as a part of both the the academic and political fields in Germany and Sweden.
