Vouchers, freedom of choice, establishment of so-called “free-schools” together with far-reaching decentralization took the place of a highly centralized educational system, with few private schools and a very low degree of differentiation.     Sammanfattning : The Swedish educational reforms in the beginning of the 1990s, introducing a public-funded voucher system, free school choice and the right to run schools as commercial enterprises, had an important impact on upper secondary education.
