14. The Development of Parliamentarism in Western Europe
Sammanfattning : This dissertation describes and explains the development of parliamentarism in Western Europe. Defining parliamentarism as an institutional solution in which the government is politically responsible to parliament only, I use country historiography to map out a tug-of-war between parliament and the head of state over the ability to make governments resign or maintain them in office in 11 West European countries since the establishment of national parliaments. 15. Unga i normalitetens gränsland : Undervisning och behandling i särskilda undervisningsgrupper och hem för vård eller boende
Sammanfattning : I denna studie riktas fokus mot hur samhället ordnar för barns välfärd när de generellt inriktade insatserna inte räcker till. Studien baseras på observationer och intervjuer i tre olika verksamheter för unga i åldern 12-16 år: 1) ett hem för vård eller boende, HVB, med egen skola, 2) en kommunal särskild undervisningsgrupp, f d skoldaghem, och 3) ett HVB för utredning och behandling utan egen skola.
