   Sammanfattning : Through a genealogical examination of how public poor relief was problematized in Sweden 1847–1875, this thesis aims to outline the assumptions and premises that underlies the contemporary predominant neoliberal argument that public relief needs to be made harder to access in order to restore the so-called “work strategy” (arbetslinjen). A second objective is to identify how conditions for public poor relief were regulated, problematized and legitimized in relation to (wage) labour in Sweden, and to detect how poor relief was handled locally in the municipality of Gothenburg during the middle of the 19th century, a period when industrial capitalism was on the rise.    Sammanfattning : This thesis aims to analyze compulsory community care (CCC) as a social and normative practice in different contexts in the Swedish welfare system. The research questions are:- How can the motives to introduce CCC in Sweden and other Western countries be understood?- What happens in and between psychiatric and social service organizations when CCC is implemented?- How are the legal rights of patients protected and what forms of social control of patients is discernible in written court decisions regarding CCC?- What normative positions regarding autonomy is the CCC legislation based on?- How can CCC be understood from steering, historic and power perspectives?The four first research questions corresponds to the four research studies included in the thesis and the fifth question relates to the material as a whole.    Sammanfattning : The aim of this thesis was mainly to find out the conditions under which a modernisation of the standardisation process could realistically take place, in order to allow the inclusion of parameters that are currently ignored. The necessary balance between private interests and public good issues, and the need to take into the discussions leading to the adoption of standards, their generally heavy socio-economic consequences, are especially taken into consideration.
