    Sammanfattning : This thesis addresses the problem of how it is possible to understand the governing system for the school sector by studying how the relationship between the government and municipalities comes to the fore in the position held by the directors of education, who are the administrative directors of education in the municipalities. In order to put the position of the directors of education in its place in the government´s system for adminsitrating the school sector, we have studied how this office developed to be a part of the central adminsitration of school acivities in the municipalities.     Sammanfattning : The main purpose of the study is to provide perspectives and contribute to the discussion about how children´s identities and subjectivity are made in pre-schools and schools; both how children look upon and understand themselves in the educational context and how they are perceived and described by others. The intentions have been to open possibilities to regard the educational environment as an important condition for children´s behaviour and doings and thus as conditions for their level of performance and for the identity that is ascribed to each child.     Sammanfattning : This dissertation argues that the great transformation of education policy and governance that we have witnessed in the last few decades can only be properly understood by taking into account a process of juridification.
