Informatics and systems science applications for analysis and structural improvement of a municipal organization

Sammanfattning: This report can be seen as a study of possibilities for the use of informatics and systems science with their roots in cybernetics for analysis and structural improvement of a municipal organization. The main focus of this study has been the municipal organization of the City of Stockholm. The principal ideas are taken from Stafford Beer's respective James Grier Miller's system views. Moreover, Peter A Pyhrr's principles of zero-base budgeting have been used as important tools in the application of these ideas on the municipal organization, together with certain ideas of other scientists within the research field of informatics and systems science. Inasmuch as the report sometimes uses certain terms connected with business or municipal economy it is necessary to stress that the main contents are mainly orientated towards the informatics and systems science.
