These countries have, during the last 25 years, undergone rapid transformation from socialist regimes to liberal democracies, and this transformation has affected the political, social and economic spheres. The overall analytical goal of this thesis has been to critically assess the development of social policies in Estonia, Latvia and Lithuania using them as illustrative examples of post-socialist welfare state development in the light of the theories, approaches and typologies that have been developed to study affluent capitalist democracies.    Sammanfattning : The overall interest pursued in this thesis is how the former socialist economies of Central and Eastern Europe can build strong and dynamic systems of innovation. The purpose of the thesis is to investigate the dynamics and evolution of the telecommunications system of innovation in Estonia from the late Soviet period to Estonia's EU accession, and to provide an in-depth explanation of how innovation has been enabled to occur in the system.
