    Sammanfattning : Survivors of the ‘comfort’ system, the state-sponsored regime of military sexual exploitation and a core institution in the expansion of the empire of Japan from 1932 to 1945, continue to go unrecognised almost 80 years past 1945 and 30 years after the breakthrough by human rights activists in 1991.     Sammanfattning : This dissertation examines the role of military officers as policy implementers by investigating the discretion of Swedish force commanders in the multinational military campaign in Afghanistan between 2006 and 2013. By developing an analytical framework that takes both an outside-in and an inside-out perspective, and that encompasses both the objective implications that structural factors project on force commanders as well as their subjective perceptions of those structural factors, and applying that framework to a range of official documents as well as unique interview data, the thesis describes the discretion that force commanders have had in interpreting, choosing and shaping their mission and concept of operations.     Sammanfattning : This thesis aims to explain how small states, in this case Sweden, security politics adapts to new circumstances after great conflicts in the 20th century. The analytical model is built by a combination of the opposite theories of international politics, realism and idealism, combined with actor based and structure based perspectives and thus creating a four field analytical matrix.
