Sammanfattning : From a logical point of view, it is obvious that a large military build-up must have occurred in the Soviet Union during some period preceding World War II. The purpose of this dissertation is to analyse the military objectives of the Soviet leadership, to examine how such objectives were formulated in public statements and internal decisions, to determine whether they were supplemented or competed with industrialisation, and to see to what extent they were accomplished.
