    Sammanfattning : Föreliggande avhandling studerar kommunala policyprocesser i en fråga där ett flertal olika policyområden ingår: övergången till alternativa drivmedel i kollektivtrafiken. Genom att undersöka hur och varför sådana policyer utvecklats i två kommuner bidrar studien dels till att förklara hur policy utvecklas på kommunal nivå; dels till att skapa förståelse för policyskapande där olika policyområden ingår.
