1. Choosing environmental policy instruments : Case studies of municipal waste policy in Sweden and England
Sammanfattning : European governments have during the last couple of decades shown an interest in new types of environmental policy instruments (EPIs) such as environmental taxes, tradable permit schemes and voluntary approaches, as opposed to relying on traditional forms of regulation. The interest in so-called ‘new’ EPIs (NEPIs) has led many governments to commit both to a more diverse EPI mix and to a policy process characterised by procedural rationality, in terms of considering a wide range ofalternative instruments and assessing them in a systematic and transparent way. 2. Energy Policy Instruments Perspectives on their Choice, Combination and Evaluation
Sammanfattning : Abstract The thesis aims at providing a better understanding of public policy instruments used in policy-making within the energy sector, particularly regarding their role in the change towards an increased use of renewable energy sources for generation of electricity. The research was guided by an underlying assumption that a markedly higher proportion of the energy generated from renewable sources can be considerably enhanced by use of policy instruments that support the development and the market creation of new, renewable energy technologies. Sammanfattning : Over the past decade, Japan has reformed its foreign and security posture at a pace not witnessed since the first decades of the postwar period. The second Abe Shinzo government (2012–2020) established new national security institutions and laws, reinterpreted the legal foundation for its alliances, revised the development aid charter, removed bans on weapon exports, and aligned explicit security, economic and development policies in broad initiatives across the Indo-Pacific region. The means to carry out this aim have been 1) a decentralization of the health sector in order to increase lower-level responsibility, accountability, and participation, and 2) a strong national policy formulation capacity, facilitating needs assessment and cost-effective prioritization. 5. The Transition Towards a Fossil Free Freight Transport Sector – Policy Evaluations and Effects of Proposed Policy Instruments
Sammanfattning : The overall aim of this thesis is to improve the knowledge about how policy instruments can contribute to effective and efficient reductions of greenhouse gas emissions in the freight and maritime transport sectors. Paper I addresses this aim by analysing how policy evaluations contribute with information about whether policy instruments in the freight transport sector have been successful in achieving their targets and how to improve or correct already implemented ones.
