Sammanfattning : Abstract The thesis aims at providing a better understanding of public policy instruments used in policy-making within the energy sector, particularly regarding their role in the change towards an increased use of renewable energy sources for generation of electricity. The research was guided by an underlying assumption that a markedly higher proportion of the energy generated from renewable sources can be considerably enhanced by use of policy instruments that support the development and the market creation of new, renewable energy technologies. 2. Choosing environmental policy instruments : Case studies of municipal waste policy in Sweden and England
Sammanfattning : European governments have during the last couple of decades shown an interest in new types of environmental policy instruments (EPIs) such as environmental taxes, tradable permit schemes and voluntary approaches, as opposed to relying on traditional forms of regulation. The interest in so-called ‘new’ EPIs (NEPIs) has led many governments to commit both to a more diverse EPI mix and to a policy process characterised by procedural rationality, in terms of considering a wide range ofalternative instruments and assessing them in a systematic and transparent way. Sammanfattning : Why do governments choose certain types of governance strategies to steer the lower level agencies such as municipalities, health services and other welfare agencies? This is a problem facing many governments in the era of public management reforms, where policies are decided at national level while service responsibilities are decentralised and implemented by lower levels. Thus the main mechanism for governments to influence the implementation of these national reforms is through its choice of strategies and instruments to fill the governance gap between national policy-making and local government. Sammanfattning : The Cyclicality of Earnings Growth Along the Distribution - Causes and ConsequencesEarnings growth is more procyclical at the bottom of the income distribution than at the top. Using high-quality administrative data from Germany, I show that the heterogeneity is chiefly driven by transitions between employment and non-employment, specifically job-finding. LÄS MER
