This thesis argues a priori models concerning stability in the social sciences, and human geography especially, are less able to help us understand this practice and planning in such unstable situations. Based upon a critical examination of the Critical Planning Theory, communicative rationality and the concept of consensus, a model of communicative planning as management of conflicts is adopted as a theoretical framework together with the concepts of transparency and knowledge as qualitative aspects of an urban renewal planning process within a deliberative democratic society.
