Sammanfattning : The argument developed in this thesis is that negotiations in the Council of the European Union cannot be understood in isolation from the domestic politics of the member states. Building on the logic of Robert Putnam’s two-level game theory, and the fact that negotiated EU agreements need to gain support from vital parts of the governments’ domestic constituencies, government negotiators are constrained by their domestic political actors. Sammanfattning : This study aims to better understand the dynamics of negotiating professional jurisdiction within research from the perspective of academic librarians who develop library services for researchers. This qualitative case study consists of 24 semi-structured interviews, 32 recorded non-participant observations, and seven official university library documents collected at one Swedish university library with three division libraries during 2016.
