A new crisis management system was introduced in Sweden in 2002 to enhance the ability of public authorities to manage accidents and extraordinary events. The analysis of the empirical material, reflecting collaboration in the context of Barnahus on six locations in Sweden (collaboration under one roof regarding investigations of suspected crimes against children), has been undertaken in two stages: an initial empirical analysis and a second theoretically grounded re-analysis.
