1. Negotiations as Usual. Putting Domestic Constraints on the Table in the Council of the European Union
Sammanfattning : The argument developed in this thesis is that negotiations in the Council of the European Union cannot be understood in isolation from the domestic politics of the member states. Building on the logic of Robert Putnam’s two-level game theory, and the fact that negotiated EU agreements need to gain support from vital parts of the governments’ domestic constituencies, government negotiators are constrained by their domestic political actors. 3. In the service of the European Union : The role of the presidency in negotiating the Amsterdam Treaty 1995-97
Sammanfattning : This thesis investigates the role and influence of the Presidency of the Council of Ministers in European Union negotiations - to what extent the Presidency can actually exert leadership and to what extent the office-holder can advance national priorities. The study addresses these questions by examining the activities and achievements of the Spanish, Italian, Irish and Dutch presidencies in the prenegotiation and negotiation processes in the intergovernmental conference (IGC) 1996-97, which resulted in the Amsterdam Treaty. Sammanfattning : Non-governmental organisations (NGOs) are increasingly the subject of public debate, and it is often asserted that they play an informal role within the international legal system. At the same time, the classical concepts related to the subjects of international law seem to be constructed for a situation where non-state actors have no or limited international legal personality.
