    Sammanfattning : A high proportion of urban residents in Tanzanian cities are tenants who rent rooms in privately owned houses in unplanned settlements. However, in housing policy and in urban planning rental tenure gets very little attention. This study focuses on the reasons for and consequences of this discrepancy between policy and practice.     Sammanfattning : The departure point of this thesis was changes to the welfare state. These changes began during the recession in the 1970s and were emphasised in the beginning of the 1990s. In the organizing of the practical social work that is carried out for this purpose, categorization serves as an important tool for connecting the available housing alternatives with the individuals who seek help in their residential situation.
