    Sammanfattning : The research reported here is a meta-evaluative case study of project evaluation in the context of Official Development Cooperation (ODC) in the education sector in Tanzania, where the particular focus is on capturing the relative values attached to evaluation by various stakeholder groups.Perspectives from the constructivist paradigm are adopted, implying relativist ontology, subjectivist epistemology, and naturalistic interpretive methodology. Research, in most instances, has not employed quantitative methods and there is very sparse knowledge based on analytical statistics.     Sammanfattning : This dissertation is on argumentative strategies based on authority. In its first half, three of the most elaborate and influential approaches in argumentation theory, related to the models developed in this work, are analyzed: Douglas Walton's dialectical frame for analysis of arguments from expert opinion; Frans van Eemeren and Peter Houtlosser's pragma-dialectical approach to strategic maneuvering in argumentation; the concept of strategy used in Else Barth and Erik Krabbe's formal dialectics.
