    Sammanfattning : Ever since environmental issues appeared on the agenda of modern industrial society, through the work of whistle blowers such as Rachel Carson, Georg Borgström, Björn Gillberg and Hans Palmstierna, the Swedish state has exerted itself to project a green image.
