    Sammanfattning : The overall interest pursued in this thesis is how the former socialist economies of Central and Eastern Europe can build strong and dynamic systems of innovation. The purpose of the thesis is to investigate the dynamics and evolution of the telecommunications system of innovation in Estonia from the late Soviet period to Estonia's EU accession, and to provide an in-depth explanation of how innovation has been enabled to occur in the system.     Sammanfattning : The first paper in this study is "Cassel and Revealed Preference Theory." The background to the paper is the general agreement that P.     Sammanfattning : In the first essay of this thesis, we examine whether the effects of fiscal expansions and contractions exert a symmetric influence on the relationship between fiscal policy and private consumption.
