Under perioden fram till 2010 har samhällsekonomiska underlag fått en allt tyngre roll i den formulerade transportpolitiken och den statliga styrningen av den långsiktiga planeringen som ett verktyg för att prioritera mellan investeringar i nya vägar och järnvägslänkar.
