   Sammanfattning : In a simple theoretical set-up, the “regulator” is only interested in the social cost of carbon, but in a second best world when carbon pricing may be problematic in some sectors (such as international travel) the effects of alternative instruments will depend on the income and price elasticities of the demand for the good, tax effects, potential behavioral effects, and other determinants of demand.
