Sammanfattning : This thesis analyses one of the less explored areas of Swedish politics: the political appointees in the ministerial staffs of the Swedish core executive. The study draws attention to the everyday life of the ministerial staff in order to give an idea of their function: What do the political appointees do? How is the work of the ministerial staffs organized? How is policy coordinated at the political level? The main empirical focus of this thesis is the 2002-2006 term of office. LÄS MER
2. Laga efter läge : Statsråds föreställningar om styrning i Regeringskansliet
Sammanfattning : This thesis concentrates on two questions: What beliefs do ministers have of appropriate steering in the Swedish core executive Regeringskansliet (RK)? Do they believe that RK is a politically steered organization as it is usually described, or as a throughout political organization, as some political scientists have recently depicted it? RK embraces two institutional subcultures: one non-political with permanent civil servants and firm rules and regulations for work processes, the other one political, where work conditions are more adaptive. Analyses of beliefs that ministers may have, build on information from interviews with 35 ministers in governments from 1991 to 2014. LÄS MER
3. Striderna i Rosenbad : Om trettio års försök att förändra Regeringskansliet
Sammanfattning : This dissertation examines the last thirty years of internal reforms in the Swedish Government Offices. Analysis of the evolution of personnel politics, the formation of one agency and the attempts to introduce a collective activity planning model, show that the immediate problems of the early 1970’s – an over dimensioned staff, territory battles and unclear division of responsibility for personnel and organisation – remains to this day, notwithstanding the many reforms to approach them.
