    Sammanfattning : Sweden’s “establishment reform” was introduced in 2010 with the ambition to increase the labour market participation of newly arrived migrants. It was in line with other labour market policies of the centre-right Alliance government, elected in 2006, which aimed to increase work incentives particularly for groups seen as “vulnerable” in, or excluded from, the labour market.     Sammanfattning : Avhandlingen belyser vad som hänt i svensk integrationspolitik sedan etableringsreformen genomfördes 2010 och ansvaret för flyktingmottagandet överfördes till Arbetsförmedlingen. Utöver förändringen som Arbetsförmedlingens ansvar innebar medförde reformen också ökad marknadsorientering, införande av valfrihetssystem, villkorad aktiveringspolitik samt andra genomgripande organisatoriska förändringar.     Sammanfattning : The theoretical point of departure in this dissertation proposes that the liberal welfare state includes a fundamental logic of integration, viewing the attainment of social equality between different categories in society as a main condition for social integration. But how can this logic of integration be applied to a multicultural society? Is trying to achieve equal access to certain socio-economic standards sufficient, or does cultural diversity call for other measures in order to fulfill the aim of equality and integration?In this study it is argued that the liberal welfare state in a multicultural society is confronted with three tensions.
