Sammanfattning : The professionalization of civil society organizations coupled with an elite-driven policy process has fostered the rise of policy professionals in civil society organizations (CSOs). This dissertation explores the role and functioning of policy professionals in CSOs, describing and analyzing how CSOs’ hiring of such expertise contributes to processes of professionalization within civil society, including what that entails from a normative perspective. 13. The Europeanization of Swedish Alcohol Policy
Sammanfattning : The purpose of this dissertation is to study the Europeanization of Swedish alcohol policy from 1995-2006. It analyses the development of Swedish and European alcohol policy and answers the following research questions: How has alcohol policy developed on the national and the EU level during this period? What are the Swedish alcohol policy initiatives on the EU level? What does the interplay between Swedish and European policy processes look like? Of interest for this dissertation is also how the Swedish view on alcohol policy has been received on EU level. LÄS MER
14. Design and Investigation of a Decision Support System for Public Policy Formulation
Sammanfattning : The ultimate aim of support for public policy decision making is to develop ways of facilitating policymaking that can create policies that are consistent with the preferences of policymakers and stakeholders (such as an increase in economic growth, the reduction of social inequalities, and improvements to the environment), and that are at the same time based on the available knowledge and evidential information.Using the design science research methodology, an iterative design process was followed to build and evaluate a research artefact in the form of an analytical method that is also operationalised as a decision support system (DSS) – in order to facilitate the problem analysis, the impact assessment and the decision evaluation activities carried out at the policy formulation stage of the policymaking process. 15. Transformative innovation policy evaluation: characteristics, challenges, and lessons from practice
Sammanfattning : The emergence of the transformative innovation policy (TIP) framing, which builds upon previous science, technology, and innovation policy (STI) approaches to address transformative change or “grand challenges,” implies new challenges for policy evaluation. While most frameworks for TIP evaluation are quite similar to those of previous STI policy evaluation approaches, it is here argued that issues such as capturing the effect of such policies, such as related to the direction of transformative change and its additionality, remains unaddressed in the literature.
