Sammanfattning : Föreliggande avhandling studerar kommunala policyprocesser i en fråga där ett flertal olika policyområden ingår: övergången till alternativa drivmedel i kollektivtrafiken. Genom att undersöka hur och varför sådana policyer utvecklats i två kommuner bidrar studien dels till att förklara hur policy utvecklas på kommunal nivå; dels till att skapa förståelse för policyskapande där olika policyområden ingår. Sammanfattning : This licentiate thesis studies the differences between analogue and digital council meetings in how they are organized and how speaking times are distributed between men and women, and hard and soft issues.
