Sammanfattning : The fundamental problems related to uncertainty in quantitative risk analyses, used in decision making in safety-related issues (for instance, in land use planning and licensing procedures for hazardous establishments and activities) are presented and discussed, together with the different types of uncertainty that are introduced in the various stages of an analysis. A survey of methods for the practical treatment of uncertainty, with emphasis on the kind of information that is needed for the different methods, and the kind of results they produce, is also presented. 2. Risk and Vulnerability Analysis of Complex Systems: a basis for proactive emergency management
Sammanfattning : The present thesis concerns methods and knowledge that are useful when analysing the risks and vulnerabilities of complex systems in a societal emergency management context. Operational definitions of vulnerability and emergency response capabilities are suggested and two methods for analysing the vulnerability of critical infrastructure networks, based on the suggested definition, are presented. Sammanfattning : The main aim of the research is to explore different aspects of organisational resilience in escalating situations, with an investigation of both theoretical and practical implications. From the platform of an explorative approach, this study makes use of naturalistic research in the domain of health care and experimental simulation studies, in order to establish a broad theoretical framework vis-à-vis the processes of escalation.
