   Sammanfattning : The primary aim of this study is to provide a deeper and more complete understanding of why the great municipal amalgamation (storkommunreformen) during the 1940s became the political solution to the problem that the Government believed many of Sweden’s municipalities had in satisfactorily providing for a local welfare society.
