Sammanfattning : I denna studie riktas fokus mot hur samhället ordnar för barns välfärd när de generellt inriktade insatserna inte räcker till. Studien baseras på observationer och intervjuer i tre olika verksamheter för unga i åldern 12-16 år: 1) ett hem för vård eller boende, HVB, med egen skola, 2) en kommunal särskild undervisningsgrupp, f d skoldaghem, och 3) ett HVB för utredning och behandling utan egen skola.
