How do they understand their social rights and duties? What are the possibilities and obstacles for their social participation? Based on the background of different studies in Sweden, that usually focus on conditions in bigger cities, this study discusses social citizenship among ethnic minority youth in the context of a middle-sized Swedish town.     Sammanfattning : This study sought to explain how crime victims emerged as a target group in the Swedish Social Services Act in 2001. The findings, derived from legislative documents, a literature review, and focus group interviews with social workers, showed that the 2001 provisions both duplicated and undermined pre-existing provisions of the Social Services Act. En lista vars innehåll styrs av konventionen om skydd av världens kultur- och naturarv, världsarvskonventionen, som är ett av FN-organet Unescos normativa instrument på natur- och kulturområdet.
