What views on delegation, administrative discretion and steering tools are advocated by the Swedish political parties? Which is the proper role of administrative agencies in a democracy?    Sammanfattning : Why do some authoritarian states have competitive elections? This study shows that whenever there is a balance of power between candidates, competitiveness will ensue. The material underlying the study consists of protocols from the Swedish parliament during a decade characterized by many reforms and with both a conservative government and a social democratic.
