3. Understanding European Arms Export Controls : Material Interests and Competing Norms
Sammanfattning : This thesis seeks to better understand the formation and implementation of the restrictions that the EU and EU member states have imposed on exports of military and security equipment. Specifically, the thesis develops two norms-based theoretical frameworks for understanding how and why particular restrictions become integrated in states’ national and collective export controls, why others are rejected, and the different ways this integration occurs. By conceptualising implementation of international human rights norms in a national legal context as a play of discourses competing for hegemony, it becomes possible to explore the workings of human rights constructions as well as where and how implementation fails or succeeds. Sammanfattning : A commonly held assumption among literary critics is that the motif of the European journey is exhausted in American literature in the post-World-War-II period. Challenging this view, the present study claims that the Old World journey narrative lives on, but in new guises, and that it continues to be a forum for the discussion of American national identity.
